The Strategic Materials Reserve (codename System 2, originally Project 501) is a covert federal system that maintains secret stockpiles of critical materials distributed across Vekllei’s 83 republics, making sure that industrial and military operations can continue during supply disruption. The reserve is organised into distinct subsystems, each with its own logistics, security requirements and management protocols, coordinated through the Bureau of Materials and Supply and the Bureau of Supply.
The reserve emerged from 1980s strategic planning that had, for some time, recognised the Commonwealth’s dependence on imported materials despite substantial domestic resources. Concentrated production facilities remain vulnerable to attack and disruption, and the distributed stockpiles help establish production safeguards even under a continental naval blockade. The scale and scope of these stockpiles have seen them characterised as “doomsday vaults” by members of the Commonwealth defence community.

The Raw Commodities Stockpile maintains three-year supplies of strategic minerals and elements. Rare earth stockpiles support optical computing component manufacture and advanced alloys. Uranium and tritium reserves fuel nuclear weapons and specialised reactors. Helium-3 stocks, sourced from lunar processing facilities, supply the MMR-III reactor fleet. Storage facilities occupy former mining complexes and volcanic caverns, with controlled environments suited to each material – inert atmospheres for reactive metals, radiation shielding for fissile materials, cryogenic containment for volatile compounds.

The Defence Components Stockpile stores finished weapons, spare parts and critical industrial equipment in hardened underground facilities. This includes missile components, reactor replacement parts, communications equipment and ammunition reserves – items whose production requires months or years to scale up but whose consumption during conflict would be immediate. Each item is catalogued with shelf-life data, and rotation schedules cycle aging stock into peacetime use while fresh production replaces it.

The Medical and Scientific Stockpile stockpiles medical isotopes, pharmaceuticals, laboratory reagents and specialised scientific equipment. The LSRE’s National Resource Laboratory conducts ongoing research into storage techniques – some medical isotopes decay rapidly and require continuous replenishment.

The Monopole Reserve is the most valuable and most secret stockpile, maintaining approximately 800 magnetic monopoles as strategic backup for the 2,400 deployed in active MMR-III reactors. Each particle is stored in individual cryogenic magnetic traps at separate locations, so no single event can compromise the reserve. Monopole handling requires the specialised infrastructure available only at the Praia facility and a handful of other sites. The reserve alone could sustain reactor operations for over a decade without new production.
Stockpiled materials approaching storage limits enter the commons economy for industrial use while fresh materials replace them from current production.
